Steve Lightle's cover composition does a terrific job of conveying scale and menace, with that vivid yellow-and-orange energy framing both figures against a smoky gray backdrop. With Mark Waid and Brian Augustyn co-writing and Paul Pelletier and José Marzán Jr. handling interior art, "Payback Unlimited" looks like a genuinely satisfying showdown from DC's 1999 Flash run.
