By packaging both cornerstones in a single 1969 volume, Marvel acknowledged that these stories already carried enough narrative weight to stand as essential reading only eight years into the Silver Age. The issue also marks a significant editorial turning point: it was the first in a run of all-reprint annuals (through Annual #13) that closed out the Lee-Kirby FF era, signaling that the creative team's original annual output had concluded with Annual #6.

Annual #7 arrived at the tail end of Stan Lee and Jack Kirby's collaborative reign on Fantastic Four, a period widely regarded as the most inventive stretch in the title's history. By 1969, Lee and Kirby were under enormous creative pressure — Kirby was penciling a large share of Marvel's total output and Lee was writing and editing most of the line simultaneously — and rather than produce new annual content, Marvel opted to repackage the two stories fan correspondence had most consistently demanded: the FF's origin and Doom's backstory. The cover, penciled by Kirby and inked by Sinnott, was produced new for the issue; researcher Nick Caputo has noted that the Mole Man figure on that cover appears to have been added separately by Marie Severin.
