Vacationing in Norway, Dickie and Dan entertain a group of invalid Norwegian resistance fighters. He visits the spacious and elegant home of Per Popsahl, the "Cod King" and the richest man in town, and asks the magnate to give jobs and homes to the two hundred men at the institution. Popsahl is cold to the suggestion, so Dickie evolves another plan.
