Returning to the land of his birth, Richard Grey meets Senator Wright who is being bullied by Senator Jaspar Crow to vote for an appropriations bill that would provide kickbacks. When Wright refuses, Crow has him shot by his thugs, and when the Senator dies, Grey assumes the role of the late Senator and votes against the bill.
