“The Deciding Vote”

Issue #44 of Dave Sim's long-running independent series presents "The Deciding Vote," with cover art penciled and inked by Sim himself. The cover is strikingly designed with a vertical strip panel showing a figure bundled in heavy winter furs lying prone, clutching what appears to be a tankard, while a smaller inset panel in the upper right depicts a snow-covered aardvark — Cerebus — partially buried and looking distinctly worse for wear. It's a wonderfully deadpan composition that captures the series' blend of political intrigue and absurdist humor, all published in 1982 by Aardvark-Vanaheim with interior work entirely by Katherine Collins.
