Stephanie Brown stumbles on a meeting of criminal minds hosted by her father and is forced to flee for her life. Batman rousts the Penguin in an effort to get a handle on Falcone, but finds out the Penguin is out of the loop. Falcone, through Mayor S. Hady, gives the nod for the interim commissioner to be Major Forbes who then makes Batman the sole focus of the GCPD. Falcone continues to muscle his way into Gotham by taking out the Penguin's weapon caches which in turn spurs the Penguin to prepare for war against Falcone.
