Aquaman, Batman, and Mera try to rescue people from Atlantean initiated flooding in Gotham. Vulko explains to the Justice League that Orm is leading the Atlantean attack on the surface world in retaliation for the missile strikes on Atlantis. The League wants to take Orm down, but agrees to give Arthur a chance to convince Orm to surrender peacefully.
