Ape Larson, while hiding from the Police and the Sandman, picks up a book in the library on reincarnation, and, after reading it, figures that any mutt of the street could possibly be his brother. So when Ape believes, out of fear, that the Sandman is out to turn him into a monkey, he's ready and willing to confess to where he hid the stolen gems.
