TVA #4 is the dramatic pivot of the five-issue limited series that deliberately fused the comic-book and MCU iterations of the Time Variance Authority for the first time, a project announced by Marvel Studios President Kevin Feige and Editor-in-Chief C.B. Cebulski at San Diego Comic-Con 2024. The issue delivers the series' central revelation — that Nightmare, not the ghost of Loki, has been orchestrating 'the Madness' afflicting timelines across the multiverse, using Ghost-Spider as an unwitting pawn to free Scarlet Witch. As the penultimate chapter of a miniseries that brought MCU-born characters such as Miss Minutes, Hunter B-15, Mobius M. History

The TVA series was announced at San Diego Comic-Con 2024 and written by Katharyn Blair, a writer on Loki Season Two, with art by Pere Pérez; each issue also carried a backup story written by Ryan North with art by Enid Balám. Blair framed the project as her 'comics interpretation' of the TVA in the aftermath of Loki's sacrifice at the end of Season Two, deliberately blending the comics' long-standing bureaucratic TVA — itself originating in Thor #372 (1986) and created by Walt Simonson and Sal Buscema — with the MCU's version seen in Loki and Deadpool & Wolverine. Jordan D. White edited the main story throughout the run, with C.B. Cebulski serving as Editor-in-Chief.
