Tor, a prehistoric man, becomes entangled in a conflict between two rival cave tribes when he rescues a woman named Vala from Garnu's men during a violent storm. As tensions escalate, Tor is forced to fight alongside the cavemen against a raging wolf-pack, demonstrating his combat prowess with an axe. The issue concludes with an educational feature on the Pachycephalosaurus, a plant-eating dinosaur distinguished by its thick, bone-like skull that provided protection.

During a brutal drought that grips the prehistoric world, the ruthless tyrant Garnu controls the only water source in a mountain pass, using it to enslave the desperate hill people.
