The series was built collaboratively between Tom Taylor and Joshua Williamson as part of the larger Dawn of DC editorial initiative, with Taylor describing the Titans' ascension to premier-team status as something he and Williamson discussed while Dark Crisis on Infinite Earths was still being written. Taylor had already established Titans Tower in Blüdhaven at the end of his Nightwing run, which provided the series its direct launch point; issue #2 continues that seamless continuity by folding in the Borneo environmental subplot and the Church of Blood rebranding simultaneously. Artist Nicola Scott was brought on with the brief that the book would focus on the original Wolfman/Pérez roster, and she negotiated costume redesigns for several characters — most notably Donna Troy and Starfire — as a condition of joining the project.
