Dynamite announced its ThunderCats revival at NYCC 2023, with the creative team of writer Declan Shalvey, artist Drew Moss, and letterer Jeff Eckleberry confirmed from the outset under editor Nate Cosby, working under a licensing agreement with Warner Bros. Discovery. Shalvey, a self-described ThunderCats superfan since childhood who approached the property with fresh eyes after a long gap from the cartoon, built the series around standalone spotlight issues interspersed with larger story arcs — a structure that made #13's Snarf-centric format a natural (if daring) extension of the run's established playbook.
