Uncanny X-Men #323 marks the first full appearance of Gene Nation — the radicalized, second-generation Morlock offshoot that would drive one of the most politically charged X-Men storylines of the mid-1990s — along with the individual debuts of its members Sack and Vessel. The issue functions as the opening chapter of a Road to Onslaught arc that ran across the X-titles in 1995, threading together the Legacy Virus fallout, the rising anti-mutant political career of Graydon Creed, and Sam Guthrie's formal integration into the main X-Men roster. The issue, titled 'A Nation Rising' and cover-dated August 1995, was written by Scott Lobdell with interior pencils by Bryan Hitch — filling in for regular artist Joe Madureira, who was recovering from an exhausting stretch on 'Age of Apocalypse' — inked by Cam Smith, colored by Steve Buccellato and Electric Crayon, lettered by Richard Starkings and Comicraft, and edited by Bob Harras. Madureira still contributed the cover, which was inked by Tim Townsend. The issue was released on June 13, 1995, and sits immediately downstream of X-Men Prime, which had re-established the post-Age-of-Apocalypse status quo for the entire line.

First full appearance of Gene Nation as a team, along with individual first appearances of members Sack and Vessel — two mutants with origins rooted in the Morlock survivors Mikhail Rasputin transported to an alternate survival-of-the-fittest dimension called the Hill.
Gene Nation was mentioned (off-panel) one issue earlier in Uncanny X-Men #322, making #323 their first on-panel, in-story debut.
Sack's power set — possessing and fatally inhabiting human bodies as blue ectoplasm — was introduced here, as was Vessel's ability to absorb psionic and physical residue from the recently deceased to boost his own strength and durability.
Sam Guthrie (Cannonball) formally joins the X-Men roster in this issue, having transferred from X-Force in X-Force #44; #323 is the first Uncanny issue to feature him as an active X-Man.
