Arch villain Shiwan Khan has instigated plans to start a world war and begins by mind-controlling agents of two crime fighters, the Shadow and the Avenger, to end up pitting the two teams against each other until the Shadow realizes what's going on. Though there is certainly no love lost between the Shadow and the Avenger, they put aside their differences to battle Khan's many troops that he sends against them from his suddenly emerging submarine.
