The issue carries the debut appearance of Recoil, a black-comedy villain who serves as enforcer for a drug lord known as the Master of Crack, and whose cartoon-quoting eccentricity made him one of the more memorable one-arc antagonists of the early-1990s Punisher era. It also represents the series at its commercial high-water mark: by 1992 Marvel was publishing Punisher pages in a volume approaching Spider-Man, and this arc reflects the franchise's confident ambition in that moment, setting Frank Castle back on New York turf with his longtime tech partner Microchip after a series of globe-trotting storylines.

Abnett and Lanning — billed in later interviews as their 'first writing gig' for Marvel — took over The Punisher (vol. 2) with issue #64 and carried it through #75, with #71 falling squarely in the middle of their tenure. Their run on issues #64–75 was pencilled by Doug Braithwaite, inked by Jimmy Palmiotti (on this issue), colored by Marie Javins, and lettered by Ken Lopez, under the editorial oversight of Don Daley, with Tim Tuohy as assistant editor and Tom DeFalco as editor-in-chief. Both Abnett and Lanning came to the title from Marvel UK and 2000 AD, bringing a tighter, more plot-driven British sensibility to what had become an increasingly sprawling franchise.
