The Outsiders #19
Part five of "The Deep" arrives in this August 2009 installment of Batman and the Outsiders, and Lee Garbett and Trevor Scott's cover makes a striking statement: a winged, owl-masked figure looms imposingly behind a seated, shaven-headed man whose steepled fingers and cool composure suggest quiet menace. The stark contrast between the brooding figure in the chair and the fierce, spread-winged presence rising above him gives the whole image a tense, chess-match quality that's hard to look away from. With Peter J. Tomasi writing and Fernando Pasarin contributing interior art, this team clearly has a handle on building atmosphere.
