The cover by Jimmy Janes and Dick Giordano depicts a menacing cyborg figure presenting a captured group of Legionnaires — including figures in green, yellow, blue, and red costumes — helplessly bundled together, while a shadowy, cloaked figure looms in the foreground demanding answers.
