The Flame faces off against his arch-enemy Smith, a criminal mastermind who has been systematically removing competition from the criminal underworld. After a desperate battle in which Smith attempts to eliminate the Flame by destroying a building around him, the hero survives and captures Smith. In the climactic confrontation, the Flame pursues Smith across rooftops and through the city streets, ultimately forcing him to surrender to police custody. The issue concludes with the Flame's civilian identity, Susan Page, reflecting on the danger and sacrifice required in her double life as a crime-fighting hero.
