When his pal Dinky falls ill, the Brain decides that fun is the best medicine and sets out to cheer him up—first by lending his pet goldfish Captain Kidd, then by building an electric rocking horse from pogo sticks and a battery to give his friend an unforgettable ride. What starts as a well-meaning scheme to brighten Dinky's day quickly spirals into mayhem as the contraption proves far more powerful than anyone anticipated.

Kelly and Jinx are spending their summer vacation at the docks when they're shooed away by a dock policeman—but not before Kelly spots Honey, their classmate from school, desperately trying to board a departing ship. Despite their initial reluctance, the boys hatch a series of quick-thinking schemes to sneak aboard and help her, only to find themselves caught up in a wild chase through the ship's hold and decks. When their antics accidentally lead to the capture of the notorious Stowaway Sam, the grateful ship's captain offers all three kids a free cruise as a reward—and Kelly finally discovers why he and Jinx were willing to help after all.

As the well-meaning boy tries to redeem himself with increasingly inventive solutions, his schemes threaten to derail the whole production, forcing Miss Benton and Principal Jenkins to find some way to channel his talents before showtime.

With a series of clever contraptions, he manages to drain an entire lake and haul in far more fish than his old man ever could, trading the enormous catch for an unexpected prize.
