The issue was written and edited by Gerry Conway, who had taken over The Avengers as part of a turbulent editorial transition at Marvel in 1976—a changeover that had roiled the book through its 150th-issue anniversary. Conway scripted the story in the 'Marvel style,' supplying plot beats and action description while George Pérez—who also received a plot credit—directed the visual storytelling and paced the large cast across multiple locations simultaneously. The cover was laid out and inked by Al Milgrom over Jack Kirby pencils, a credit Milgrom confirmed on record in 2006. Editor-in-Chief at the time was Archie Goodwin, and the book shipped with a September 1976 on-sale date under a December 1976 cover date.
