Part three of the "Shiftships" arc arrives with a cover by Bryan Hitch and Paul Neary that captures the full Authority roster in a moment of charged, skyward urgency — a golden-armored figure radiates light at the center while a winged, incandescent being ascends against a burning orange sky above the assembled team. The composition has the sweeping scale that made this WildStorm series a standout of 1999, with each member's face tilted upward as if confronting something enormous just beyond the frame. Warren Ellis and Hitch were pushing superhero comics into genuinely cinematic territory, and this issue's cover makes that ambition unmistakably clear.
