The 'City at War' arc was plotted by Kevin Eastman and Peter Laird as the capstone story for Volume 1 of the Mirage series, with Eastman and Laird co-writing and Jim Lawson handling pencils for issues #51 onward. Issue #50 had been the first issue fully written and drawn by both creators since issue #11, and #53 continued the Lawson-penciled portion of the arc. Karai was created collaboratively by Eastman, Laird, and Lawson, and her first shadowy appearance in #53 was not identified by name — that revelation came two issues later in #55. The entire City at War run was later reprinted with Eastman and Laird annotations in IDW Publishing's Ultimate Collection Volume 4, which collected issues #48–55.
