Adam Strange teleports Kal-El, Tyr-Van, and Tam-Or away and back to avoid execution. Commander Gor finds them, but Zod and Ursa prevent a second attempt. After Adam leaves, Zod and Kal-El work to figure out the conspiracy. They confront Councilor Wri-Qin, who admits the conspirators were undermining New Krypton's development so that Earth could more easily conquer it and install the conspirators as Earth's puppet rulers. Wri-Qin was eliminating his fellow conspirators in order to get a larger share of power. As he despairs for New Krypton, Kal-El is shocked by the dramatic arrival of Brainiac.
