At The Raft, Spider-Man's battle with the Spider-Slayer is interrupted by Jameson, who's armed and ready to kill Smythe himself, but the distraction allows the villain to slip away. The Mayor then gives Otto his official permission to kill Smythe, since the scheduled execution didn't happen. Despite the arrival of Vulture, Scorpion, and Boomerang (with their enhanced powers), Otto's only focus is on taking down Smythe.
