Modok's origin is revealed as a former AIM scientist who was turned against his will into the grotesque living computer. Modok creates the Bulldozer robot and sends it to Harlem to tear down the slums in order to gain the residents' favor while discrediting Captain America. Cap and the Falcon defeat the Bulldozer and Modok. After the battle, Cap takes on the Falcon as his partner.
