Harvey Comics' pint-sized phantom is up to his usual mischief in this 1960 issue, and the cover sets the playful tone perfectly. Spooky — derby hat firmly in place and scowl at full strength — floats high above a city rooftop, caught in the act of drawing a beard on a glamorous billboard woman's face with her own lipstick. It's the kind of wonderfully absurd gag that made "the tuff little ghost" such a delight for young readers, and at a dime a copy, this was pure fun.
