Writer Ron Marz and artist Ron Lim conceived Genis-Vell together, with pencil art for the debut story executed by Joe Phillips; the Marvel Database credits page for this issue specifically notes that despite Phillips drawing the character's first appearance, Genis-Vell was actually created by Lim. Editor-in-chief Tom DeFalco oversaw the issue, which was part of Marvel's 1993 annual program — a line-wide publishing initiative in which every annual that year followed a similar polybagged format. The issue was released August 3, 1993, carrying an October 1993 cover date, and the lead story 'Legacy' was written entirely by Ron Marz, who also scripted the two back-up stories in the same issue.
