Red and Jose fly to Florida when they hear that a friend of theirs, Pedro, has washed up on the beach, nearly dead. When they question him, they discover that Elcador is in the midst of a revolution, with the government cowed by a bandit named Pancho Zano. Red and Jose decide to go to Elcador to aid the government forces.
