Writer-editor Robert Kanigher — already one of DC's most prolific hands, responsible for war titles and characters from Sgt. Rock to the Metal Men — crafted the Sea Devils origin as a straightforward ensemble piece, with artist Russ Heath providing the underwater visuals. Heath had built his reputation on DC's war comics, and his ability to render convincing aquatic environments made the underwater setting feel credible rather than gimmicky. The issue fit squarely into Showcase's editorial mandate: give an untested concept two or three issues to find its audience before committing to a dedicated title, avoiding the financial risk of a cold launch.
