Part of Milestone Media's "Long Hot Summer" crossover event, this September 1995 issue of Shadow Cabinet carries the ominous subtitle "Things Fall Apart" — and the cover by Kent Williams makes the tension immediately felt. A heavily armored Dharma sits enthroned at the center of the image, his white hair billowing and two glowing orbs flanking him, while shadowy figures loom in the background. The cover copy makes the stakes plain: Dharma won't intervene to stop the riots at Utopia Park, but his Shadow Cabinet will — setting up what promises to be a charged chapter from the creative team of Matt Wayne, John Paul Leon, and Shawn Martinbrough.
