DC's wonderfully offbeat 1973 series about America's first teen president reaches its second issue with a cover that throws Prez right into the chaos — he's spread-eagle in the Oval Office, desperately trying to fend off a pack of snarling, attacking animals while frightened bystanders cry out "Can't anybody stop them?"
