Ken Shannon, the crime-busting private eye, investigates hit-and-run murders after a woman named Marla is struck by a car. Shannon discovers that the hit-run driver framed someone for the killing and kidnapped Marla for blackmail, but Shannon retrieves her and clears the innocent man. In a separate story, police lieutenant Manders and his squad stake out Dmitri Krupan's headquarters to capture a criminal gang operating in the neighborhood, ultimately succeeding in their raid and ending the criminal operation.
