Writer Paul Kupperberg had been carefully laying groundwork for a solo Peacemaker title since 1986, when he introduced Christopher Smith into the pages of his own Vigilante ongoing series. Kupperberg drew on a concept floated by Keith Giffen — Smith hearing voices in his helmet — and added his own crucial element: the voice belongs to Wolfgang Schmidt, Smith's father, an Austrian Nazi concentration camp commandant whose suicide in front of young Christopher is the psychological engine of the entire series. After Peacemaker's appearances across several Vigilante issues proved effective, DC gave Kupperberg a dedicated four-issue miniseries, with penciler Tod Smith and inker Pablo Marcos providing the artwork and Tod Smith also handling cover duties. The series ran with a cover date of January through April 1988 and included a prose text piece by Kupperberg in issue #1 titled 'Project Peacemaker.'
