The title "Shadows Over Bludhaven" promises moody, street-level tension, and Dick Grayson's determined scowl suggests he's not about to let the city's darkness win. Chuck Dixon's run on this series was hitting its stride in 1997, making this a satisfying entry in one of DC's most grounded superhero titles.
