By early 1993, writer Gerard Jones had fully taken the reins of Justice League Europe from the title's original architects Keith Giffen and J. M. DeMatteis, steering the book into a more overtly action-driven register while retaining the ensemble character work the Giffen/DeMatteis era established. Issue #47 was produced by the creative team of Jones (writer), Ron Randall (pencils and cover), and Randy Elliott (inks) — the same stable that carried the entire 'Red Winter' arc from #45 through #50. The series was nearing its own transformation: as the DC Fandom wiki confirms, with issue #51 the title would be renamed Justice League International (Volume 2), making the 'Red Winter' arc the final sustained story to run under the Justice League Europe masthead.
