Part three of the "Drowned Earth" crossover event arrives with a cover by Jorge Jiménez that makes a bold statement: the Joker sits enthroned on a cracked stone chair, grinning with unmistakable menace, while Lex Luthor stands to his left in a white suit and an electricity-crackling figure clutches Aquaman's trident to his right — all three looming over a defeated, face-down hero sprawled at their feet. The tagline says it plainly: "The Legion of Doom Dives In!" — and the image leaves little doubt that villainy is very much in charge as the floodwaters rise. Written by James Tynion IV with interior art by Frazer Irving, Bruno Redondo, and Sunny Gho, this 2019 issue promises a dark and thrilling chapter for the New Justice era.

Black Manta, with Aquaman's powers, and Commander Drogue have Superman, Flash, and Mera trapped at the Tomb of Arion. The Legion of Doom break into the Hall of Justice to steal the Totality, with only an injured Batman to fight them off. At the Graveyard of the Gods, Poseidon tells Aquaman and Wonder Woman the story of how Arion defeated the Ocean Lords previously, but he does not believe that they can be defeated this time.
