The issue is the second chapter of 'Quiver,' a ten-part arc written by filmmaker Kevin Smith with interior art by Phil Hester (pencils) and Ande Parks (inks), edited by Bob Schreck with Michael Wright as associate editor, and featuring painted covers throughout by Matt Wagner. DC launched the new volume of Green Arrow in April 2001 specifically to reintroduce Oliver Queen following his mid-1990s death, and Smith — then riding the critical momentum of his Daredevil run — was the architect of that return, remaining on the book through issue #15. The character of Mia Dearden was Smith's creation, conceived within the gritty urban context he built for the relaunched Star City; Judd Winick, who took over the title later, has stated that Smith's setup made the character's eventual HIV-positive revelation feel like a natural progression, even though Winick himself developed that specific storyline.
