Dr. Taggac approaches Helene Cottilard with an offer to save her son's life, in exchange for lifting restrictions on an antiviral. Cobra Commander is mad that Zartan was killed. He charges Dr. Mindbender and Dr. Taggart with resurecting him. The experiment goes badly, with the clone being mutated and able to transform his own body. Zartan wishes to interact with the outside world, and so breaks out.
