Horace's boss, Mr. Jerkimer, asks him to buy an emerald brooch for Mr. Jerkimer's wife birthday. Horace gets the brooch, but accidentally puts it in an envelope containing bids for a city contract. The police come and arrest Horace and Mr. Jerkimer, thinking the brooch was a bribe for the city engineer.
