Batman and Nightwing track a serial killer who is a copy-cat of a mentally ill killer whose life had been saved by Thomas Wayne years before. Bruce and Dick debate if Arkham should be used for punishment or rehabilitation of the mentally ill, as plans are developed for the new Arkham Tower with the goal of curing their patients. After the killer is captured, he is freed from police custody by a group known as the Forgotten, and Batman and Nightwing end up capturing him again and bring him to Arkham Tower.
