As Batman and Nightwing pursue a copycat killer tied to a past tragedy involving Thomas Wayne, the story confronts the evolving role of Arkham Tower—balancing rehabilitation and containment in a city still haunted by its history. David Lapham’s stark, atmospheric art brings the noir edge to life, while Dan Mora’s haunting cover sets the tone for a tale where legacy and trauma collide.

Batman and Nightwing track a serial killer who is a copy-cat of a mentally ill killer whose life had been saved by Thomas Wayne years before. Bruce and Dick debate if Arkham should be used for punishment or rehabilitation of the mentally ill, as plans are developed for the new Arkham Tower with the goal of curing their patients. After the killer is captured, he is freed from police custody by a group known as the Forgotten, and Batman and Nightwing end up capturing him again and bring him to Arkham Tower.
