In Gotham City in 1952, Hourman is pursued and arrested as one of the few remaining active masked vigilantes. An Iris West authored article tells how as part of the government's efforts to root out subversive influences in America, the Justice Society of America was forced to retire, Wonder Woman and Superman took loyalty oaths, and Batman continued to work outside the law. The government also authorized a suicide squad called Task Force X, led by Rick Flag, to handle the greatest threats to the safety and security of the nation.
