Mayor Murdock has a lot to do to coordinate everything in relation to the Hand's attacks and to protect the people. He would much rather intervene directly as Daredevil to take action against the Hand with his team of heroes. And that's why he calls Foggy and makes him the Chief of Staff so that he can represent him. But Blindspot bursts through the window during their deliberations and tells them about his fight against Muse, and that he made a pact with the Beast to defeat him, but when he demanded to kill Muse he betrayed the Beast, which is why she now wants revenge on him...
