The annual was written by Jordan B. Gorfinkel — who also served as associate editor on the ongoing Catwoman series — with pencils by regular series artist Jim Balent, inks by James A. Hodgkins, colors by Buzz Setzer, lettering by Albert De Guzman, and editing by Batman group editor Denny O'Neil. It appeared as part of DC's 1995 annual-wide 'Year One' initiative, a line-wide effort launched in the wake of Zero Hour (1994) to give each major series a retroactive, expanded origin story. The ongoing Catwoman Vol. 2 series had been running since 1993 under initial writer Jo Duffy, with Chuck Dixon having recently taken over the monthly title; Gorfinkel's annual therefore operated as a companion piece to the Dixon era rather than an extension of any single monthly arc. The issue runs 60 pages, giving Gorfinkel room to construct a multi-stage origin that the monthly format could not accommodate.
