The primary story involves Jack and characters investigating an explosion scene at a lake, discovering a phantom submarine that has towed a shipwrecked vessel to an island with the crew trapped; they arrange rescue via steamer and plan to pursue the submarine on a ship called the Transformation. Edison Bell encounters a sabotage plot involving messages tapped through pipes about a bomb set to explode at noon as a ship passes through a canal, but the protagonists manage to defuse the threat. The Twister engages in combat with the high priest of Thor and other antagonists, using his superhuman speed and strength to battle enemies in a deep shaft while attempting to prevent capture.
