After the Deluge sinks a Naval vessel, the US holds Atlantis responsible and takes Aquaman into federal custody. While Mera tries to negotiate for his release, Murk leads a team to the site of the wreckage and finds evidence of Atlantean involvement. When a US Recovery team discovers Murk and his fellow Atlanteans at the wreckage, a confrontation ensues. Meanwhile, Black Jack continues to try to get Black Manta to join N.E.M.O., whose goal is global domination through control of the seas.
