In the aftermath of Black Manta's attack, the US government rescinds Spindrift Station's embassy status and locks the Atlanteans out of the facility. Aquaman and Mera travel to Washington to seek an audience with the President to attempt to resolve the situation peacefully, unaware that things are about to take a turn for the worse. Meanwhile, Black Manta is recruited by a mystery organization named N.E.M.O.
