In "Part I: The Legion of Super-Outlaws!", an evil scientist manipulates the Heroes of Lallor into battling the Legion, setting the stage for a shocking betrayal. When the truth emerges, the heroes must confront Marden King—turning their fury on the one who deceived them.
Part II: The Battle of the Super-Teams! sees the Heroes of Lallor drawn into a brutal clash with the Legion, their weapons turned against one another by a cunning villain’s scheme. As the fighting rages, the truth begins to surface—only for the heroes to realize they’ve been manipulated, and the real enemy may be closer than they thought.

The issue was written by veteran science-fiction pulp author Edmond Hamilton, who had been DC's primary Legion scripter since 1962 and was working under editor Mort Weisinger, the Superman-family architect whose tightly controlled editorial style defined Adventure Comics throughout the Silver Age. Hamilton drew interior pencils from John Forte, his regular Legion collaborator, while the cover was penciled by Curt Swan and inked by Sheldon Moldoff — a split-production arrangement typical of DC's assembly-line workflow at the time. Intriguingly, the Grand Comics Database credits in the issue itself reveal that the five Heroes of Lallor were not pure editorial inventions: each character was conceived by a named reader who had suggested the powers in print in previous issues, making this a rare Silver Age case of co-creation with the letter column audience.
