The Muzzling Humbug The idea of muzzling dogs in order to Prevent the spread of rabies has become a sort of fetish in the minds of various city, county and state officials. We have watched, as a practicing physician, for over forty years, for a case of hydropho- bia and have failed to find it. As a hu- manitarian we have had control of pub- lic dog-kennels, involving many tens of thousands of dogs, and have failed to find a case of rabies, We are free to confess that we believe that such a dis- cuse exists. It is simply rare and unus- ual, and silly-pated public officials have been keeping the public stirred up over the question of hydrophobia, we believe, in a very unjustifiable way.
