Who is Prince Topaz?

Prince Topaz is a noble of Gemworld, DC's jewel-themed fantasy realm, where each ruling house corresponds to a precious stone. He serves as one of the aristocratic figures in that magical world alongside Amethyst and other gem-named royalty.
